The name of Howard Latimer Penman, 20th-cent. British agriculturalist, used attrib. and in the possessive to designate a formula proposed by him (1948, in Proc. R. Soc. A. CXCIII. 120) for calculating the rate of evapotranspiration of water from vegetated land under given environmental and meteorological conditions.
